City Budget set to go to City Council.  What share will Shore Drive get?

The City Manager will deliver the 2011-2012 budget no later than March 23.  Vice Mayor Louis Jones and City Councilman Jim Wood have agreed to come to the March 29 meeting of the Shore Drive Community Coalition, at 7:30 p.m. in the Ocean Park Volunteer Rescue Station, to give us some idea of what stays in the budget and what goes, as it relates to us.

City Council will offer their recommended modifications to the City Manager and vote on the final budget sometime in May.  Now is the time to hear and see what they will be looking to modify.  And to give our City Council representative our opinions.

Planning Commission Public Workshop on Electronic Display Billboards

Monday, February 22nd – 4:00 pm

The Planning Commission is holding a public workshop to take comments on the attached amendments drafted by their subcommittee. This alternate version differs from the  version referred by City Council in the following ways:

1.       Requires that where an electronic display billboard is approved, all existing billboards on the zoning lot must be removed and at least 2 times the total sign area of the proposed digital billboard must be removed from other existing billboard sites.

2.       The sign area of any new electronic display billboard must be at least 2/3 smaller than the sign area of the billboard that it replaces.

3.       Allows electronic display billboards only where plainly visible from the main traveled way of an Interstate Highway, a National Highway System Highway or a federal-aid primary highway, as that system existed on June 1, 1991. In Virginia Beach, such roadways with existing billboards include Interstate 264, Shore Drive, and Northampton Boulevard.

4.       Increases dwell time to 30 seconds.

5.       Prohibits electronic display billboards within Strategic Growth Areas, as identified in the City’s Comprehensive Plan.  

6.       Requires any electronic display billboard visible from a residential or apartment district to go dark between 10:00 pm and 6:00 am.

7.        Reduces intensity to 5,000 candelas with a maximum of 500 candelas at night.

8.       Requires all digital billboards to be monopole construction.

New Officer Installation

  • New Officers Installed.

 

OPVRS Presentation (Deborah Joyner)

  • Damages to OPVRS Building
  • The roof is the most major expense. The flashing is gone, which is allowing water to come right down between sections of building.
  • The Nor’easter destroyed the interior pine walls. OPVRS attempting to salvage ½ the pine wall, roof, bay doors, ceiling panels.
  • HVAC units are failing due to flooding
  • Assistance Received
  • The community assisted with cleanup as well as members of JEB Fort Story/Little Creek and the fire dept..
  • Servpro assisted for free
  • Haynes volunteered to provide all furniture for restoration
  • JEB Fort Story/Little Creek offering labor assistance with non-skilled labor, such as painting and cleaning
  • Impact to OPVRS
  • OPVRS currently house in small space at station 22 with no access to computers, supplies, etc
  • There is nowhere to offer training to the youths through the Junior Explore Post.
  • OPVRS is expecting to be back into the building on Jan 18th and they are hoping to have meeting room completed by end of January barring any issues.
  • Official restoration date for the building is most likely in March
  • Current Needs
  • All work that could be done by unskilled labor has been completed. At this point, OPVRS needs to get professional assistance.
  • Roof estimate through Ronald McDarry Roofing is $39,500
  • They have no estimate as to how much money they have collected for the repairs other than a 5k donation – OPVRS hopes the rest of money will come from operational funds and money donated during pledge drive in January.

  • Pound Nets Issue (Mike Wills)
  •  
    • Mike Wills updated the OPCL on the issue of the pound nets. He is currently appealing his case to the Virginia Court of Appeals and he is expecting a court date to be provided by the end of January. He is anticipating a court date in 6-9 months.
    • He also contacted Congressman Nye in an attempt to receive an official report from the Coast Guard regarding the alleged accident involving a Cost Guard boat and the pilings. Congressman Nye responded that there was no report of the boat hitting the piling and no report can be found.
    • The appeal will cost the OPCL 2500.
    • The Army Corps of Engineers investigated the Coast Guard incident but nothing they can do to address the issue.
    • Proposed pounds nets near Cape Story pound nets have been rejected.

 

New Business

  • Proposed Amendment Change (Rick Mercadante)
    • Rick Mercadante proposed the following amendment change:
      • Since the Ocean Park Volunteer Rescue station sustained substantial damage to its facilities during the storm last November, I propose we amend our motion form dated March 6th, 2008 to read: “The membership of OPCL authorizes a pledge of $50,000 to the Ocean Park Volunteer Rescue Squad for the purpose of repairing the roof of the existing facility on Shore Drive. The remaining funds not used for roof repairs may be used for internal repairs as approved by the executive board.
      • There were not enough members to reach a quorum to vote on the proposed amendment. There is no plan to call a special meeting to address the issue.
      • The change was proposed because OPVRS has come out and said that no building new will be built.
  • OPCL Treasury Audit
    • OPCL is in need of three individuals to audit the treasury.
    • Lew Mabie, Grace Moran, and Leo Wardrup volunteered

    • Don Julio’s ABC Request to Change ABC License

      • Don Julio’s is requesting to amend their ABC license from restricted to unrestricted.
      • Rick spoke Capt. Smith at the VA Beach Police Dept. and they indicated that they do not have any reasons to challenge the change to the license, as police activity has not been an issue.
      • Current restrictions on the license are: closing times, live music, attire of servers – Don Julio’s owner is appealing for all of them lifted, claiming other local businesses do not haves such restrictions.
      • ABC board has not set a meeting yet.
      • OPCL is opposing the change, except for special events.
      • There is a hearing to be held in Chesapeake. Time TBD.

    • Building on Jefferson at Powhatan is in violation of building permit for lack of progress in 6 months.

 

  • Social Committee
    • Looking to host an OPCL social at Don Julio’s. Date TBD.

    • New Issue- Krogers wants to put in a fuel station at supermarket located on Shore Drive.

Beach Sand Replenishment and Access Repairs

We have received the following information via Drew Lankford, of the Department of Public Works.

From Phil Koetter:

    “We are working on repair plans for all of the City’s damaged public accesses along Chesapeake Bay.  As soon as we get our restoration plans finalized we plan on notifying the residents along the Bay so that they are aware of the plans. We hope to have the surveyor to start working on gathering data for these repairs in the next week or two.  We are working to get all accesses restored as soon as possible while also working with FEMA and VDEM on storm damage reimbursements for covered damages.

    Some property owners may want to use the same contractor for private restoration work while they are in the area.  All private work must be reviewed, approved, and receive all applicable and required permits.  This work should be coordinated through the City’s Planning Department & Permit and Inspections Division.”

From Mike Mundy:

    “More great news is that the permit modification (to do the truck haul from Maple Street dredge disposal area) that was submitted to Virginia Marine Resources Commission (VMRC) was approved Tuesday January, 26th.”

LED Sign Ordinance Deferred

City Council was set to hear the proposed LED sign ordinance February 9, but the matter has been deferred.  A new date will be forthcoming.

May is Bike Month

Bruce Drees, Legislation and Advocacy Chairman of Tidewater Bicycle Association, notes that plans are underway to organize local events for Bike Month in May and Bike to Work Day. Friday, May 21.  All with an interest in participating should contact Bruce at bwd-vb@cox.net.  Note: deadline for event submissions for publication in the printed calendar is March 15th.
