Update about jackhammering & paving by Lesner Bridge & LBR&BF on East Stratford & Shore Drive.

Folks:

Hopefully everyone has been enjoying the new eastbound Lesner Bridge since its opening on Labor Day weekend. First of all, I want to apologize to all of you who live in Ocean Park that endured the noise from road work on East Stratford Road in the early morning hours of Monday 10/22 and Tuesday 10/23. Several lines of communication within the project team were broken and resulted in not just one night of disturbance, but two. For that we sincerely apologize to everyone affected.

We scheduled this night time work on East Stratford Road to minimize the disruption of operations of the Lynnhaven Boat Ramp and American Brew. However, in order to minimize the night time noise created by this milling and paving work, we are going to complete the paving work on East Stratford Road and Piedmont Circle during the day on Thursday 10/25/2018. Therefore, beginning at approximately 9:00 AM and ending some time near 6:00 PM on 10/25/2018 expect East Stratford Road to be CLOSED between Piedmont Circle and Shore Drive and Piedmont Circle to be CLOSED between East Stratford Road and the showers at Lynnhaven Boat Ramp while paving operations are underway.

Paving work is also taking place TONIGHT, 10/23/2018. Beginning tonight about 8:00 PM and lasting until 5:00 AM, road crews will be preparing to place the final asphalt surface course on eastbound Shore Drive located between the bridge and Vista Circle. This paving work will also include the intersection of Shore Drive and Vista Circle, Vista Circle between Shore Drive and Cape Henry Drive, and Cape Henry Drive between Vista Circle and the entrance to Bubba’s Restaurant.

Another update will be sent out once we have a firm schedule for the upcoming paving work for westbound Shore Drive between Page Avenue and East Stratford Road.

OPCL September 6th is a very important meeting….

I have invited all the City Council candidates I could find seeking office this year to attend the September 6th OPCL meeting at 7 pm at the OPVRS. Listed below is those attending and not. If anyone knows of other candidiates I have missed or who need a nudge to attend, please have then text me at 757 621 2082. This meeting will NOT be a forum and will not be a Q and A. Each candidate will have a few minutes to speak to one of the oldest and recognized civic leagues in VB.

I have also asked Public Works to present to Ocean Park their plans to provide much needed maintenance schedules and improvements regarding drainage, road repairs and parking issues in Ocean Park. Several staff members will be at this meeting to follow up with a boots on the ground preliminary meetings of these issues on the south side with myself and the north side with Mike Wills. There will be a social half hour and everyone is encouraged to ask candidates any questions at that time.

FEDERAL EVALUATION OF APPLICATION: The decision whether to modify a permit will be based on an evaluation of the probable impact including cumulative impacts of the proposed activity on the public interest. The decision will reflect the national concern for both protection and utilization of important resources. The benefits which reasonably may be expected from the modification must be balanced against its reasonably foreseeable detriments. All of the modification’s relevant factors will be considered, including conservation, economics, aesthetics, general environmental concerns, wetlands, cultural values, fish and wildlife values, flood hazards, flood plain values, land use classification, navigation, shoreline erosion and accretion, recreation, water supply and conservation, water quality, energy needs, safety, food and fiber production, mineral needs, consideration of property ownership and, in general, the needs and welfare of the people.

The Corps of Engineers is soliciting comments from the public; Federal, state, and local agencies and officials; Indian Tribes; and other interested parties in order to consider and evaluate the direct, indirect, and cumulative impacts of this modification. Any comments received will be considered by the Corps of Engineers to determine whether to modify, condition or deny this proposal. Comments are used to determine the need for a public hearing and to determine the overall public interest of the proposed modification. Anyone may request a public hearing to consider this modification by writing to the District Commander within 30 days of the date of this notice, stating specific reasons for holding the public hearing. The District Commander will then decide if a hearing should be held.
COMMENT PERIOD: Comments on this request for modification should be in writing and can be sent by either email to scharlene.a.floyd@usace.army.mil or by regular mail, addressed to the Norfolk District, Corps of Engineers (ATTN: CENAO-WR-S), 803 Front Street, Norfolk, Virginia 23510-1011, and should be received by the close of business on August 6, 2018.
