Apartments proposed for Ocean Park at Marlin Bay Drive

About a week ago a local developer made an (on-line via Zoom) presentation proposing an apartment complex to replace the boat dealership at the corner of Marlin Bay and Shore Drive to members of the Ocean Park Civic League Board and the Shore Drive Community Coalition Board. The Ocean Park Civic League (OPCL) would like to have your opinion on the proposal. Attached is the PowerPoint slides that were presented outlining the project overview to include renderings of what the completed project would look like. Look it over, tell the OPCL board what you think. Are you for, against or somewhere in between?

The presentation highlighted that the complex will be 227 total units, 4 stories in height, to include 1, 2, and 3-bedroom apartments, offering what they consider high-value amenities with a starting target rental price at $1200.

The residential area surrounds a parking garage of 400+ spaces and a swimming pool. Most significantly, the Zoning for the property must be changed to B4 to accommodate the planned higher density dwelling, as well as closing existing paper streets. Property entrances are planned for Shore Drive and Marlin Bay Dr. There will be on site management company, Drucker & Falk.

The developer has established an introductory website: https://www.marlinbayvb.com/ . The project has not come before the Planning Commission yet, and they hope to in May depending on where the city is with the COVID-19 restrictions. Optimistically, they would like to break ground in 2021, and hope to have the approval of the surrounding community….But that’s up to you.

Your input to the Civic League leadership has great value. The board intends to carry the message forward from the residents of Ocean Park to the developer and the City. Folks:

As with every project where there are many players, schedules change – this one is NO EXCEPTION. Some of the paving work that was supposed to have been completed last night wasn’t; therefore, our paving schedule for tomorrow has changed a bit.

Here are the details:

Beginning tomorrow, 10/25/2018 at approximately 9:00 AM and ending at approximately 12:30 PM, the final course of pavement will be placed on Vista Circle between Shore Drive and Cape Henry Drive, as well as Cape Henry Drive from Vista Circle to the entrance to Bubba’s Restaurant. This work will require intermittent street closures of both Vista Circle and Cape Henry Drive, so please plan accordingly.

Paving crews will move to the west side of the bridge (East Stratford Road) immediately after paving is completed on Cape Henry Drive.

Paving work on East Stratford Road and Piedmont Circle will begin tomorrow, Thursday 10/25/2018 at approximately 1:00PM. Therefore, beginning at approximately 1:00 PM and ending some time near 10:00 PM on 10/25/2018 expect East Stratford Road to be CLOSED between Piedmont Circle and Shore Drive and Piedmont Circle to be CLOSED between East Stratford Road and the showers at Lynnhaven Boat Ramp while paving operations are underway. Paving crews will also attempt to pave the RIGHT TURN lane on eastbound Shore Drive at East Stratford Road (the one in front of J&A Racing) during this same time period.

Finally, on Friday 10/26/2018, expect single lane closures on both eastbound and westbound Shore Drive between Vista Circle and East Stratford Road between the hours of 9:00 AM and 3:00 PM. On eastbound Shore Drive crews will be placing the permanent pavement markings on the asphalt pavement between East Stratford Road and Vista Circle. On westbound Shore Drive crews will be working on sidewalk and utility work along the north side of Shore Drive.

We will continue to provide updates on anticipated lane/street closures as we near the final stages of this work.

PLEASE Drive Carefully through this work zone as we complete this work.

Lesner Bridge will be closing for a few hours overnight in June

We have reached that point in the construction schedule where we need the gantry crane that is currently stored on the north side of Shore Drive to be put in place so that the superstructure of the new eastbound Lesner Bridge can be assembled.

To do this, we need to temporarily close Shore Drive to slide the gantry over the roadway and into position on the south side of Shore Drive.

This move will be conducted over three nights: June 19th, 20th, and 21st.

We will need short-term closures of Shore Drive between the hours of 12 midnight and 4 am, so as to disrupt as little traffic as possible. Note: One lane of the bridge will be kept open for use by emergency vehicles. In the event that emergency vehicles need to cross the bridge during this time, work will be temporarily halted to let the emergency vehicles cross the bridge. The detour route for all other vehicles during these dates and times is provided below.

Last week we sent out an update on the progress of the Lesner Bridge construction.   Before we give you the latest update, we want to let you know now about upcoming lane closures.

On Monday, October 13th and Tuesday October 14th, the electrical contractor will be boring new electrical conduit beneath East Stratford Street from the Sushi Restaurant to J&A Racing.  Then on Wednesday October 15th and Thursday October 16th, the electrical contractor will bore beneath Shore Drive from the Sushi Restaurant to the corner near 3556 On the Bay.

***  This work will require a LANE CLOSURE on eastbound Shore Drive between DuPont Circle  and East Stratford Street between the hours of 9:00 am and 3:00 pmfor each day of work. 

During this work, a police officer will be located at the intersection of Shore Drive and East Stratford Street to assist with vehicles entering and leaving East Stratford Street from Shore Drive.

Also, no specific day was given by the contractor, but one lane of westbound Shore Drive will be temporarily closed next week from Page Avenue to the existing bridgeso that several of the recently placed concrete barriers can be replaced.

This lane closure, when it happens, will take place sometime between the hours of 9:00 AM and 3:00 PM.  As soon as we get a firm date and time, we will send out the information to you.

As for the latest progress:

As of today, all of the drilled shafts for the new bridge abutment “A” and Pier #1 located just east of 3556 On the Bay condominiums have been completed.  Equipment has been relocated to Pier #2 and drilling of the shafts at Pier #2 has begun.  It is expected that all of the drilled shafts for Pier #2 will be completed by the week of October 20th.

Just in case some of you were wondering, spacing between the pier centerlines is 150 feet, except for the center span of the new bridge.  Pier spacing at the center span is 225 feet.

The temporary bulkhead at the Lynnhaven Dredge Material Storage Site (LDMSS) continues.  The deadmen for the tie-back system on the new bulkhead has been installed and formwork for the concrete cap continues to be installed.  This work will continue through at least the week of October 20th.

Grading and preparation of the new westbound bridge approach located on the east side of the bridge between Page Avenue and the existing bridge abutment continues.  Over the next two weeks the excavation contractor will be preparing this area, as well as the area between East Stratford Street and the existing bridge, for the new retaining wall that will be located on the north side of Shore Drive.

This bridge project will also relocate and replace the existing traffic signals located at either end of the bridge; one at Shore Drive/East Stratford Street and one at Shore Drive/Vista Circle/Page Avenue.  The work will take place in phases over the next several months.
